2025 Highlights: A Year of Progress at the Disclosure Foundation
As 2025 comes to a close, we wanted to share a concise update on the work the Disclosure Foundation has undertaken over the past year in support of transparency, oversight, and disclosure related to unidentified anomalous phenomena (UAP).
Over the past year, our focus has been on enabling oversight, supporting members of Congress, protecting whistleblowers, and expanding serious engagement with this issue across government, academia, and civil society.
Below are highlights of what we accomplished in 2025:
Supporting Congressional Oversight
Organized a classified briefing in which Advisory Board Members Dr. Eric Davis, Mike Gold, and Kirk McConnell briefed Members of the House Oversight Committee’s Task Force on the Declassification of Federal Secrets.
Delivered to Members certain notes authored by Dr. Eric Davis.
Facilitated access to information described as UAP “legacy” program code names and identified senior officials believed to have had direct access to such programs.
Provided Members with lists of specific alleged UAP records believed to be locatable within the Department of Defense and Intelligence Community.
Furnished draft oversight letters to assist Members in demanding records, classification guidelines, program code names, and access to relevant “gatekeepers” and officials.
Legal Analysis and Whistleblower Support
Authored a legal policy brief analyzing why lawmakers may receive classified information in secure settings without executive branch permission, and why whistleblowers and other witnesses may provide such information without exposure to prosecution or civil liability.
Provided legal assistance and safe harbor support to whistleblowers and witnesses, remaining committed to discretion and lawful protection.
Public Engagement and Institutional Expansion
Organized a public roundtable featuring lawmakers and Advisory Board members to explore the intersection of UAP, national security, science, and innovation.
Hosted in-person conversations at Yale and Princeton, expanding serious UAP discussion into leading academic institutions.
Engaged in discussions with leading financial institutions to help develop early thinking around risk, governance, and investment considerations in potential disclosure scenarios.
Supported congressional preparation for future UAP hearings by helping identify priority lines of inquiry and 22 potential witnesses.
Advanced a public accountability strategy calling for testimony from senior U.S. Air Force leadership, generating substantial media and congressional engagement.
Transparency and FOIA Efforts
Launched a comprehensive FOIA campaign targeting matters of significant public interest related to UAP, including both historical records requiring declassification review and contemporary matters withheld from public view.
Committed to sharing FOIA results publicly as they develop, consistent with our commitment to transparency.
